Why ASEAN dominates panel products
Vietnam, Malaysia, Thailand and Indonesia are among the world's largest exporters of plywood, engineered flooring and wood panels, backed by plantation acacia, rubberwood and eucalyptus. Western distributors, builders' merchants and flooring brands source here for capacity, plantation traceability and duty treatment that Chinese product no longer enjoys in several markets.
Product scope
- Engineered oak and acacia flooring, click-lock and tongue-and-groove
- Plywood: film-faced, marine, furniture grade
- MDF, HDF, particleboard and melamine-faced panels
- Decorative wall panels, WPC and SPC hybrid flooring
- Rubberwood finger-joint boards and worktops
The compliance landscape changed
- EU Deforestation Regulation (EUDR): from 2026 you need geolocation data for the harvest plot and a due-diligence statement filed in the EU information system before placing product on the market. This is now the single biggest sourcing risk in the category.
- US Lacey Act: PPQ 505 declaration with species and country of harvest
- Formaldehyde: US EPA TSCA Title VI / CARB Phase 2 certification with a TSCA-compliant label; EU E1 or E0.5; Japan F★★★★ where specified
- UK Timber Regulation due diligence, and Australia's Illegal Logging Prohibition Amendment rules
- Fire and construction: EN 13501 reaction to fire, CE marking under CPR for structural panels
Ask for FSC or PEFC chain-of-custody plus the mill's TSCA Title VI third-party certifier number. A factory that cannot produce both is not export ready for 2026.
Specification checklist
Wear-layer thickness (2–4 mm for engineered oak), core construction (birch/eucalyptus/HDF), moisture content 6–9%, janka hardness, finish system (UV lacquer coats, oil, or ceramic-reinforced), click profile licence (Unilin, Välinge — licensing fees apply), and dimensional tolerance per EN 13489 or ASTM.
MOQ, lead time and pricing
Flooring MOQ is typically one container (roughly 1,500–2,200 m² for 14 mm engineered). Plywood MOQ is one container per specification. Custom colours need 3–4 sample rounds over 4–6 weeks. Production runs 30–50 days; ocean transit 25–40 days.
Duty and landed cost
Flooring falls under HS 4418.7x, plywood 4412, MDF 4411. Duty is low or zero into most Western markets, and Vietnamese and Indonesian origin usually qualifies for preference — but anti-dumping and circumvention enquiries have targeted plywood, so origin documentation must be airtight.
Cost per square metre is the right unit: FOB + freight + duty + broker + inland + inspection, divided by shipped m². Moisture-related claims, not price, are what erode margin.
Quality control
Verify moisture content by meter at loading, glue-line integrity (boil test for exterior grades), surface hardness and abrasion, click-joint pull strength, colour and gloss against a golden sample, and formaldehyde emission report per lot. Load supervision matters: containers must be desiccated and cartons kept off the floor.
Frequently Asked Questions
How do I comply with EUDR in practice?
Require plot-level geolocation, harvest dates and legality evidence from the mill, and file your due-diligence statement before import.
Is Vietnamese plywood subject to anti-dumping duty?
Genuine Vietnamese-manufactured product generally is not, but transshipped Chinese material is. Audit the mill.
What causes most claims?
Moisture and cupping after installation. Control MC at loading and specify shipping season.
Can I get my own click system?
Only under licence from the patent holder — factor the royalty into FOB.
