Packaging is where a technically correct product still becomes a commercial failure. Three layers, three different jobs
Primary packaging protects and presents the product. Secondary packaging groups it for retail and handling. Tertiary packaging — cartons, pallets, stretch and edge protection — survives the container. Buyers routinely specify the first two in detail and leave the third to the factory, which is exactly backwards for a long ocean transit.
Specify transit performance, not just materials
A carton board grade tells you little on its own. Specify the pallet pattern you will actually use, a stack height, and compression and drop test expectations. Ocean freight through tropical humidity weakens board significantly, so testing should reflect conditioned board rather than dry laboratory stock.
Retail-ready and retailer requirements
If your goods go to a national retailer, its packaging manual is part of your specification. Barcode placement and print quality, shelf-ready display formats, pallet configurations and carton labelling rules are contractual for many chains, and non-compliance is charged back rather than forgiven.
Labelling is a destination-market question
Country of origin marking, language requirements, safety and care information, material and ingredient declarations, recycling marks and importer identity all vary by market. The obligation generally sits with the importer or brand owner, not the factory, so the label must be verified before production begins.
Food, cosmetic and regulated categories
Regulated categories add requirements: food-contact declarations for materials, nutritional or ingredient statements, allergen rules, batch and expiry coding, and for cosmetics a responsible-person identity in several jurisdictions. Coding legibility after transit is a real failure mode worth testing.
Sustainability requirements are now commercial
Extended producer responsibility schemes, recycled content declarations and plastic packaging taxes affect landed cost in several first-world markets. Ask suppliers for material composition by weight per component — you will need it for reporting whether or not you want it.

Define primary, secondary and tertiary layers; pallet pattern and stack height; compression and drop test criteria; barcode and carton label format; destination labelling artwork with approval sign-off; material declarations per component; and a packaging golden sample photographed and held by both parties.
