"China Plus One" stopped being a slogan in 2018 and became standard procurement policy. In 2026 the question is no longer whether to qualify an ASEAN second source, but which parts first and how to transfer without breaking production.
Which parts move first
Move the parts where ASEAN is genuinely competitive, not the whole BOM at once:
- Move first: labour-intensive assembly, stamped and welded metal, wire harnesses, rubber and gasket parts, sewn goods, wooden furniture.
- Move later: deep electronics (component ecosystems still China-centric), high-precision tooling-intensive parts.
- Probably keep in China: anything whose sub-supplier cluster is in the Pearl River or Yangtze Delta.
The tariff maths that justify the move
US Section 301 tariffs add 7.5–25% on many China-origin goods. Thailand- or Vietnam-origin equivalents enter the US at MFN rates — often 0–5%. On a USD 500k annual program, that difference alone funds the entire qualification exercise in year one. EU buyers gain further from EVFTA preferential origin on Vietnamese goods.
Tooling transfer without downtime
- Duplicate tooling at the ASEAN factory (6–10 weeks for injection tools) while China keeps producing.
- Run T0/T1 samples and PPAP-equivalent validation in ASEAN.
- Ship a bridge stock from China covering the validation window.
- Cut over, then keep the China line warm at reduced volume for 3–6 months as insurance.
Dual-source discipline
The mistake is treating the ASEAN factory as a backup you never use. Split real volume — typically 60/40 or 70/30 — so both suppliers keep process capability and you keep negotiating leverage.
