Japan Food Import Rules for Thai Products (2026)
Thailand is one of Japan's largest food suppliers, and JTEPA gives preferential duty on many processed lines. The barrier is not tariffs - it is the Food Sanitation Act and Japan's additive positive list.
The notification process
Every commercial food shipment requires a notification to the quarantine station at the port of entry, filed before or on arrival through NACCS or on paper.

First shipments of a new product from a new factory are frequently pulled for testing. Build 7-14 extra days into the first order and none into the repeat orders.
Additives are the number one rejection cause
Japan operates a positive list. If an additive is not listed, it is prohibited at any level - there is no tolerance argument. Thai factories commonly use preservatives and colourings that are legal in ASEAN and the EU but not in Japan, and sweetener and phosphate levels frequently exceed Japanese maximums.
Practical control: send the full quantitative recipe to a Japanese testing lab for a paper review before production, not after. It costs a fraction of a rejected container.

Labelling
Japanese-language labelling is mandatory at retail and must show product name, ingredients in descending order, additives, allergens, net content, best-before date, storage method, country of origin, and the Japanese importer's name and address. Nutrition labelling is compulsory for packaged foods.
The label is the importer's legal responsibility, not the factory's. Have it drafted in Japan and sent to the factory as artwork, or apply it in a bonded warehouse on arrival.
Voluntary marks worth having
- JAS certification for organic claims - without it, you cannot use the word organic in Japanese
- HACCP is mandatory in principle for Japanese food businesses; buyers now expect GFSI-recognised certification such as FSSC 22000 or BRCGS from Thai suppliers
- Halal or kosher only if your end channel requires it
