One Thai Factory, Three Markets: Compliance Matrix 2026

One Thai Factory, Three Markets: Compliance Matrix 2026

Certification, labelling and testing requirements for the same Thai-made product entering the USA, Australia and Canada.

One Thai Factory, Three Markets: US, Australia and Canada Compliance Matrix (2026)

The production is identical. The compliance is not. This is the matrix we work through with clients who want a single Thai factory to supply all three markets.

Practical build plan

  1. Lock one master technical spec with the factory
  2. Add a per-market annex: label artwork, marking, plug type, certification marks
  3. Test once with a lab that issues multi-market reports where possible (many Bangkok labs do UL/ETL, CSA and RCM-supporting testing)
  4. Keep certification held in the right name - the importer is the responsible party in Australia and Canada
  5. Version-control artwork at the factory so the wrong label never ships to the wrong market

Cost implications

Expect one-off certification of USD 3,000-15,000 per product family per market for electrical goods, far less for simple consumer goods. Tooling and production stay shared, which is where the multi-market economics work.

How TUSKO helps

We hold the factory relationship, manage label version control per market, coordinate testing in Thailand, and deliver a document pack sized to the destination customs authority.

FAQ

Can I use a UL certificate in Canada or Australia? Not directly. Canada generally needs cUL or CSA; Australia requires RCM with evidence to AS/NZS standards. Testing data often transfers, but certification does not.

Who owns the certification? Usually the brand or importer, not the factory. Insist on this so you can change suppliers without recertifying from zero.

Does the factory handle labelling differences? They print what you supply. Artwork control and per-market compliance are your responsibility - or ours, if we manage the account.

How much testing can be done in Thailand? A lot. Bangkok has accredited labs covering electrical safety, EMC, textiles, food and cosmetics, which shortens the cycle versus shipping samples abroad.

Is it cheaper to certify for all three markets at once? Usually yes, because sample builds and much of the test data are shared. Doing it sequentially costs more and delays market entry.
