Cambodia Garment & Apparel Sourcing 2026

A 2026 buyer's guide to Cambodia garment manufacturing: Phnom Penh and Sihanoukville clusters, EBA duty-free access to the EU, MOQ tiers, compliance (WRAP.

Cambodia Garment & Apparel Sourcing 2026: Phnom Penh & Sihanoukville Buyer's Guide

Cambodia's garment sector is the country's single largest export engine — over USD 12 billion in 2025, roughly 70% of merchandise exports, and 750,000+ workers across ~1,100 registered factories. For EU brands, the Everything But Arms (EBA) scheme still delivers 0% duty on HS 61/62 apparel, making Phnom Penh materially cheaper landed than Vietnam or Bangladesh for the same cotton knit tee.

If you're a mid-market apparel brand priced out of Portugal, wary of Xinjiang exposure in China, or looking to diversify out of a single Bangladesh vendor, Cambodia deserves a 2026 look.

The Cambodia apparel cluster map (2026)

Cluster Share of output Specialization Notes
Phnom Penh + Kandal ~65% Knit tops, activewear, basic bottoms Deepest CMT & FOB base, most WRAP/BSCI-audited
Sihanoukville SEZ ~15% Footwear, bags, technical outerwear Chinese-invested vertical mills, port-adjacent
Kampong Speu / Kampong Cham ~15% Woven bottoms, uniforms Lower labor cost, longer trucking
Bavet (Svay Rieng) ~5% Cross-border with Vietnam trims Fast trim/fabric replenishment

Cambodia is predominantly CMT (cut-make-trim) — most fabric arrives from China, Vietnam or Taiwan. True FOB (factory sources fabric) is available but concentrated in ~80 factories TUSKO tracks in the Phnom Penh corridor.

Why EBA still matters in 2026

Under EBA, most Cambodian apparel enters the EU at 0% duty vs. 12% MFN for equivalent product from non-preference countries. On a EUR 8 landed cotton tee, that's roughly EUR 0.96/unit — often the entire difference between a viable and unviable EU program.

Cambodia's EBA was partially withdrawn in 2020 on ~20% of exports (mostly travel goods and some apparel HS lines), but the majority of knit and woven categories remain covered. Always confirm your specific HS code against the current EU regulation before pricing.

For US buyers, Cambodia is not GSP-eligible on apparel (Chapter 61/62 are excluded), so MFN duty applies — usually 16.5–32%. Landed math for US programs is very different from EU programs; we cover both in the landed cost calculator.

MOQ tiers

Tier MOQ per style/color Typical partners Fit
Tier 1 5,000–20,000 pcs Large vertical (Shandong Ruyi, Crystal, Roo Hsing) Uniqlo, H&M, Gap volume
Tier 2 1,000–3,000 pcs Mid-size WRAP/BSCI export factories DTC brands, Shopify scale-ups
Tier 3 300–800 pcs Local Cambodian-owned CMT Emerging brands, capsule drops

TUSKO's Tier-2 shortlist is where 80% of our EU DTC apparel clients land — the sweet spot for MOQ, compliance and price.

Compliance stack for EU and US buyers

  • WRAP (Worldwide Responsible Accredited Production) or BSCI — social audit floor; both accepted by most European buyers
  • SA8000 — preferred by premium brands, harder to find in Cambodia (~30 factories)
  • GOTS / OCS / GRS — organic and recycled content certification, mandatory for many EU sustainability claims
  • Higg FEM — environmental scoring, requested by mid-to-premium brands
  • Cambodia Better Factories (BFC) — ILO-run program, mandatory public disclosure for registered exporters
  • UFLPA (US buyers) — cotton traceability upstream; increasingly relevant even for non-China sourcing

Our supplier verification 7-step framework covers the audit stack in operational detail.

Landed cost math: 5,000 organic cotton tees, Phnom Penh → Rotterdam DDP

Line item EUR / unit
Ex-works CMT + GOTS-certified fabric 4.20
Trim, care label, hangtag, polybag 0.35
Cambodia export handling + trucking Sihanoukville 0.18
Ocean freight (LCL, Sihanoukville → Rotterdam) 0.55
EU import duty under EBA (HS 6109.10) 0.00
EU VAT (recoverable, not landed) —
EU inland to DC 0.22
TUSKO sourcing + QC fee (built into landed) 0.48
Total DDP Rotterdam 5.98

Same tee from a Bangladesh Tier-2 shop typically lands at EUR 6.30–6.80 once duty (GSP+ pending, currently 9.6% MFN) and freight are counted. From a Portuguese vertical: EUR 11–14. Cambodia's EBA advantage is real and structural.

TUSKO's Phnom Penh QC playbook

Our Phnom Penh liaison runs a four-stage QC rhythm on every apparel program:

  1. Pre-production meeting — spec sheet, bulk fabric approval, size-set sample sign-off
  2. Inline at 15% and 50% — measurement audit, seam strength, needle detection log check
  3. Final random inspection (FRI) — AQL 2.5 major / 4.0 minor per ANSI/ASQ Z1.4
  4. Loading supervision — carton count, seal, container photo pack

All reports flow into your client portal with GPS-timestamped photos. TUSKO owns the escalation, the factory never emails your team directly.

FAQ

Is Cambodia cheaper than Vietnam for apparel in 2026?

On EX-works CMT, roughly 5–10% cheaper than Vietnam for the same knit tee. On EU-landed cost, Cambodia's EBA duty-free access widens the gap to 12–18%. On US-landed cost, Vietnam usually wins because Cambodia lacks GSP on apparel.

What's the smallest Cambodia apparel program TUSKO handles?

We'll onboard from ~USD 25,000 first-order value or 1,500–2,000 units across a small SKU set. Below that, Tier-3 CMT engagement won't clear your COGS math.

Are Cambodian factories audited enough for European sustainability programs?

The top ~150 factories are WRAP/BSCI-audited annually and disclose in Better Factories Cambodia. GOTS and GRS are available but concentrated in ~40 factories — TUSKO pre-qualifies against your specific certification stack.

How does TUSKO handle fabric sourcing when most Cambodian factories are CMT?

For programs above 3,000 units per style, we coordinate fabric directly with mills in China, Taiwan and Vietnam, ship to factory nominated, and hold liability for on-time fabric-in-plant dates. This is the standard Tier-2 FOB model.
